House Speaker Velasco was tagged as the caretaker of Cebu City North District following the death of Congressman Raul Del Mar last Monday, November 16, 2020.
Velasco was appointed as Cebu City's North District caretaker officially on Wednesday, November 18, after Deputy Majority Leader Xavier “XJ” Romualdo nominated Velasco, stating the wishes of the late congressman in his absence.
To recall, the House of Representatives has two options on how to go about the seat left vacant by Del Mar—the House may pass a resolution calling the Comelec for a special election in the north district, or the House Speaker may appoint a caretaker for the district.
In relation, Election Officer Marchel Sarno of the Commission on Elections (COMELEC) office in Cebu City North District said if the House Speaker decides to appoint a caretaker, the caretaker must be an incumbent member of the House.
Meanwhile, Cebu City South District Rodrigo “Bebot” Abellanosa expressed his support on the appointment of Velasco as the caretaker of the North District since he personally knows the good relationship between the Speaker and Del Mar.
He further said it has been the practice in the Congress to appoint a caretaker and no longer hold a special election.
